The ends should never justify the means, and the end of 'education money' doesn't justify taxing the poor. On the plus side, at least the money goes to public education in general, as opposed to the HOPE scholarship, which you need good grades for, which means you're probably affluent...which means they're taking from the poor and giving it to the rich.
